Quick answer: UCMJ.Law uses progressive flat fees. The fee and scope are agreed upon before representation begins, there is no hourly billing for the covered matter, and the fee does not increase for that covered matter.

What the flat fee reflects

Direct attorney attention, not a volume-document service.

The flat fee reflects focused work by Mr. Kamoroff on the covered matter, including strategy, evidence review, client communication, witness and document development, and preparation of the response or investigation-stage defense.

Mr. Kamoroff intentionally keeps his practice small, gives clients his direct cell phone number after representation begins, and communicates by phone and text throughout the covered matter.

Focused caseload. Serious attention.

GOMOR rebuttals, Article 15/NJP responses, investigations, and Article 138 complaints are deadline-driven and career-sensitive. They should not be treated like routine paperwork.

Mr. Kamoroff limits overlapping suspense-driven matters so competing deadlines do not force one client’s matter to be prioritized over another’s.

For clients who are not ready to commit to full representation, a paid limited-scope case assessment can provide a focused review of defined materials, major risks, available options, and recommended next steps.

The fee is quoted after the initial consultation and conflict check based on urgency, document volume, deadline, and the scope of review requested.

Not full representation

This service does not include drafting, submission of rebuttal materials, command contact, law-enforcement contact, negotiation, proceeding appearance, or follow-on representation unless a separate written agreement is signed.

Once the flat fee and scope are agreed upon, the fee does not increase for that covered matter.

Mr. Kamoroff does not bill hourly for covered military administrative matters. You will know the fee at the beginning of representation. The fee does not increase because of additional calls, emails, strategy discussions, or revisions within the agreed scope of representation.

If the command later initiates a separate follow-on action — such as a GOMOR after an investigation, an Article 15 after an investigation, administrative separation, officer elimination, or court-martial — that new matter would require a separate representation agreement.

More complex, urgent, or evidence-intensive matters may be quoted higher after review. Reduced flat-fee pricing may be available for junior enlisted matters when the scope is limited.

Investigation-stage representation generally starts at $1,000 for limited-scope matters and may increase depending on urgency, evidence volume, law-enforcement involvement, command posture, digital evidence, number of witnesses, and the level of attorney involvement required.

Evidence and theory review

Administrative defense often begins with a careful review of what the command is actually relying on: sworn statements, counseling records, law-enforcement summaries, timelines, digital messages, witness accounts, and gaps in the packet. A strong response starts by identifying what is proven, what is assumed, and what is missing.

Protection against damaging admissions

Many Soldiers want to explain themselves immediately. That instinct can be dangerous when an explanation becomes an admission, gives the command new language to use, or creates evidence for a later Article 15, later adverse administrative action or court-martial theory.

Rebuttal and mitigation strategy

The work may include challenging weak facts, organizing favorable documents, developing witness statements, framing mitigation, correcting misleading narratives, and deciding when a narrow response is stronger than an emotional response.

Career-consequence analysis

Rank, duty position, promotion timing, clearance issues, evaluations, retention risk, and follow-on administrative action can change how a response should be built. The same allegation may require a different strategy for a junior enlisted Soldier, NCO, company-grade Officer, or field-grade Officer.
